Competitions for boys and girls are organised by Leicestershire & Rutland Sport.

- Name.
The Association shall be named ‘Leicestershire and Rutland Schools Football Association’.
It shall affiliated to the English Schools Football Association and to the Midland Counties Schools Football Association. - Object.
(a) The development and improvement of schoolchildren through association football.
(b) The aid of such charities and charitable objects as the Council may from time to time decide.
(c) The encouragement, promotion and government of Association Football in schools in Leicestershire and Rutland as modified and adapted for school purposes by The English Schools Football Association.
(d) The organisation of leagues and cup competitions to provide regular matches for affiliated schools. - Membership.
(a) Membership is open to all schools who shall affiliate through their district associations. The Council shall approve all initial applications and requests for change of area. The district affiliation fee, payable at the A.G.M. shall be ten pounds per annum for each of the three sections – primary, secondary and over statutory school leaving age.
(b) No affiliated association or school affiliated to this association shall compete in any competition which is not recognised and registered with E. S. F. A. or play against any unaffiliated association or team without the sanction of council
(c) Each affiliated association shall forward a full list of affiliated schools to the Hon. Secretary during September each year. - Officers
The officers shall consist of President, Chairman, Ex-Chairman, Vice-Chairman, Hon. Secretary, Hon. Treasurer, Fixtures Secretary, Competition Secretaries and Team Managers.
All officers with the exception of Ex-Chairman and Chairman shall be elected annually. - Vice-Chairman
The Vice-Chairman shall become Chairman the following year. - Council
The Council shall consist of the officers, a representative of the Leicestershire & Rutland County F.A., representatives of each district association. Each district association shall be entitled to one representative. - Power of the Council.
(a) The Council shall have the power to call a general meeting. The secretary shall, at any time, call a general meeting on receiving from any affiliated association a requisition stating the object of the meeting.
(b) The Council may co-opt and fill any vacancy which may arise in its body. The Council shall make such arrangements for the management of the association from time to time as the need arises.
(c) The Council shall appoint sub-committees as necessary. The members of these sub-committees shall be appointed initially from Council members representing the age group concerned. These sub-committees shall then have the power to co-opt. The Council may then appoint other sub-committees as it may deem necessary.
(d) The Chairman and Secretary shall, ex-officio, be members of all sub-committees with power to vote.
(e) The Council shall have the power to arrange all inter-county matches
(f) For the transaction of business at a Council meeting, five shall constitute a quorum. - Annual General Meeting
(a) The annual general meeting shall be held in June and shall include all financial statements, secretary’s report, election of officers, election of auditors and approval of competitions to be played.
(b) The secretary shall give seven clear days notice of the date, time and place of such meetings. An agenda of the business to be transacted shall accompany the notice.
(c) The voting power shall be vested on the officers of the Council together with one representative of each district association.
(d) Notice of any business (other than ordinary routine business of the annual meeting) together with any proposed alteration to rules must be sent to the secretary on or before the first day of May. No rules shall be altered except at the annual general meeting. - County Matches
The Council have a prior claim on any boy for a team coming under the auspices of the Leicestershire & Rutland Schools Football Association. Former representative players who are at affiliated colleges on a full time course of study shall be available for selection. - Violation of rules of the game (as defined by The Football Association).
(a) The Council shall have the power to deal with violation of rules of the game, the rules and regulations of the association or the misconduct of any of its players, in any match played under its jurisdiction.
(b) It is the duty of the officials of the school and referee to report to the secretary all cases of misconduct likely to bring the game into disrepute. The teachers responsible for teams must report any infringement of rules in duplicate within seven days of the match.
(c) Any suspension will be reported to the Leicestershire & Rutland County Football Association for communication to its affiliated clubs and competitions.
(d) Any player reported for misconduct shall pay an administration cost (currently £10). This fee is payable by the school or college. The school or college must not try to recover this cost from the player or player’s family.
(e) Any player requesting a personal hearing after receiving a charge of misconduct shall pay £25.00. This fee is payable by the school or college. The school or college must not try to recover this cost from the player or player’s family. This fee shall be refunded if the appeal is successful. - Neutral referees.
Advice and contact information for neutral referees is available on request to the secretary. The home school / college is responsible for payment of a match fee. - Trophies
It shall be the responsibility of the winners of all cups to arrange for the suitable care of such trophies whilst in their possession. The school / college is responsible for the engraving of its name on the trophy (where applicable).
- The laws of the game as defined by the Football Association and The English Schools Football Association shall apply except as otherwise stated.
- The entire control and management of the competitions shall be in the hands of Council. Rules as laid down herein must be adhered to throughout.
- The trophies shall be offered for annual competition amongst the schools of affiliated associations. A competition entry fee must accompany each application for entry to a competition.
- (a) Matches must be played before the date stated unless permission for a change of date has been obtained from the Competition Secretary at least five days earlier.
(b) The home team shall notify the competition secretary of any drawn or postponed game and the date of the replay or re-arrangement. The home school shall give the visitors and the referee, if appointed, at least three days notice of the match arrangements. - Competitions.
(a) The Rice Bowl (U11)
The age of this competition shall be under eleven at midnight between 31st August and 1st September in any year. A size four ball shall be used. The Rice Bowl shall only be open to children at primary and junior schools. The duration of these matches shall be 25 minutes each way. When a match ends in a draw extra time of five minutes each way shall be played. If the scores remain level at the end of extra time, then the result shall be determined by the taking of penalty kicks (five penalty kicks followed by “sudden death” kicks.If the scores are level at the end of normal playing time in the final, then the trophy shall be shared.
(b) The County Cup (U15), The Secondary Cup (U14), The Leicestershire Trophy (u13), The Ron Jackson Trophy (U12)
The duration of these matches shall be:
County Cup – 35 minutes each way
Secondary Cup, Under 13 Trophy and Under 12 Cup : 30 minutes each way.When a match has resulted in a draw ten minutes (seven minutes at u12 and u13) each way extra time shall be played, and should the scores again be equal, the result shall be determined by the taking of penalty kicks (taken in accordance with the rules of F.I.F.A.)
The ball used for each competition shall be size 5 (County Cup), size 4 for other competitions.
(c)The Senior Cup (U18)
This is open to schools with over statutory school leaving age pupils. Matches shall be 45 minutes each way. When a match has ended in a draw, extra time of ten minutes each way shall be played. Should the scores again be equal, the result shall be determined by the taking of penalty kicks (taken in accordance with the rules of F.I.F.A.)(d) Under 11 seven-a-side competition (Y5 and Y6) (“mixed” and “girls-only” competitions
These competitions shall be organised to obtain a team to represent the County in the national competition. The rules shall be as decided by E.S.F.A.
(e) Under 11 ‘small schools’ seven-a-side competition (Y4, Y5 and Y6)
The competition is for primary schools with no more than 95 children in Years 4, 5 and 6 and no more than 65 children in years 5 and 6 as at 1st September. It shall be organised to obtain a winner to represent the county in the national competition. The rules shall be as decided by E.S.F.A.
(f) Girls Under 14 Cup (Y9 and Y10) – eleven-a-side
The duration of matches shall be 30 minutes each way. When a match ends in a draw, extra time of seven minutes each way shall be played. Should the scores remain equal the result shall be determined by the taking of penalty kicks (taken in accordance with the rules of F.I.F.A.)
(g) Girls nine-a-side Cup (Y7 and Y8)
The duration of matches shall be 25 minutes each way. When a match ends in a draw, extra time of seven minutes each way shall be played. Should the scores remain equal the result shall be determined by the taking of penalty kicks (taken in accordance with the rules of F.I.F.A.)
(i) Girls Under 18 Cup (Y11, 12, 13)
The duration of matches shall be 40 minutes each way. When a match ends in a draw, extra time of ten minutes each way shall be played. Should the scores remain equal the result shall be determined by the taking of penalty kicks (taken in accordance with the rules of F.I.F.A.
- The Council shall have direct control over all matters connected with the Finals.
- (a) Referees and assistant referees.
Where possible neutral referees will be appointed by the competition secretary. A standard match fee is payable by the home school. The teacher in charge of the team shall decide the fitness of the ground. Postponed matches shall be played on a date to be mutually agreed, failing which, Council shall decide. Each team should endeavour to appoint an assistant referee (linesman).
- The method of making the draws shall be decided by Council who shall have power over any other matter not provided for in these rules.
- Substitutes.
In all matches repeated (or rolling) substitutions shall be allowed. In u11 matches, three substitutes shall be allowed. In all other matches five substitutes shall be allowed.
- In the event of a colour clash (to be decided by the referee if necessary) the home team shall change.
